The Wastewater Regional Consent Order

The purpose of the wastewater regional consent order is to reduce sanitary sewer overflows (SSOs) during wet weather events. Each locality manages their own wastewater collection system, which discharges into HRSD’s system. In 2010, HRSD entered a Consent Order with the Virginia DEQ and the United States Environmental Protection Agency (EPA) to plan for current and future sewer needs. HRSD and the City of Hampton have worked together under the Consent Order to reduce SSOs in the regional sewer system. The Consent Order and the subsequent Memorandum of Agreement outline the roles and responsibilities of the City and HRSD going forward. 

The Consent Order included a condition assessment and the development of a Regional Wet Weather Management Plan (RWWMP). HRSD is responsible for the development and implementation of the RWWMP, which outlines HRSD’s approach to mitigate SSOs. For more information on the RWWMP, you can visit HRSD’s website.
